The National Electrical Code, Edition of 2005, as recommended by the National Fire Protection Association, is hereby incorporated by reference and made a part of this article as though fully set out therein, save and except such portions as are hereinafter deleted, modified or amended by this article. No fewer than three copies of the National Electrical Code shall be kept on file in the office of the city clerk for inspection by and use of the public at all reasonable business hours. The filed copies shall be marked or stamped “Official Copy as Incorporated by the Code of the City of Marysville”. All sections or portions of the filed copies of the National Electrical Code shall be clearly marked to show deletions, modifications or amendments thereto.

The City Inspector will assume the duties of the Electrical Inspector and shall have primary responsibility for the enforcement of the provisions of this article.

No person shall engage in the business of electrical service in the city without first having obtained a license from the city. License will be issued on a calendar year basis, expiring December 31st of each year.

Every person desiring to engage in the business of electrical service shall pay to the city an annual license fee of $250.00. Thereafter, an annual fee of $75.00 will be charged for each consecutive renewal of the license.

In addition to the license fee specified in paragraph 4-304 and before the electrical license is issued, any person desiring such license shall file with the city clerk a bond in the amount of $10,000. Such bond shall be conditioned that the person will faithfully comply with all terms and conditions of this article, all rules and regulations made in pursuance thereof, all applicable ordinances of the city, and will indemnify and hold the city blameless against all costs, expenses, damages or injuries sustained by reason of the performance of the person operating under this article or any amendments thereto. The bond shall be issued on a calendar year basis.

Prior to an electrical license being issued, every person must provide proof of liability insurance in the minimum amount of $300,000 by filing with the city clerk a certificate for same. Insurance shall be effective on a calendar year basis.

Only one bond and proof of liability insurance shall be required for those persons obtaining a license for both a plumbing and/or gas fitting license and an electrical license.

Any license issued under this article shall be issued upon the express condition that such license may be revoked by the mayor and city council for violation of any city ordinance relating to electrical work or failure to provide bonding and liability insurance requirements as a condition of the license.

No license, bond, permit or certificate of insurance shall be required if the electrical service to be performed is accomplished:
(a) By an individual upon property personally owned by him or her; or
(b) Any person employed by a firm or corporation upon property owned or occupied by that firm or corporation.

An inspection by the city inspector and an electrical permit shall be required for the following:
(a) Any new construction or major remodeling or structure relocation, of any residential, commercial or industrial structure;
(b) If electricity has been turned off in a structure for 6 months or longer;
(c) Any replacement of a service entrance, or a portion thereof, to and including a distribution panel.
To secure a permit, the applicant must file an application with the city clerk, together with such plans and other information as the city inspector shall require. The City Inspector shall make a charge of $30 when the application is filed, which covers a pre-inspection for review of code requirements and a final inspection of the electrical wiring. A charge of $15 will be due if additional inspection trips are needed.

In addition to the inspections outlined above, a utility company or electrician can require a property owner to obtain an electrical inspection by the city inspector prior to electricity being reconnected.

The Western Resources Electric Service Standards Manual will be used as a guideline for utility interconnects.
Any person performing electrical service in the city without first obtaining a license shall be guilty of a violation of this code, punishable by a fine not to exceed $499.00, with each day constituting a separate offense.
